Data Access and Public Reporting

Freedman HealthCare (FHC) brings decades of experience in helping clients initiate and activate data access processes and public reporting programs. Our services include building stakeholder consensus around data access policies, developing regulatory and procedural materials, and implementing user request documentation.

FHC designs, implements, and operates data access programs for integrated claims and human services data repositories as well as creating opportunities for public access to data resources. FHC guides clients to create customized, carefully, and collaboratively designed data access and permissions policy, accompanied by insight into technical infrastructure, software, and relevant interoperability standards to facilitate data intake and creation of analytic tools.

  • Rhode Island Ecosystem

    FHC led a cross-agency team of state program leaders to envision potential uses of data and the policies and legal documentation to implement that vision. FHC's expert data team developed the architecture and data management processes to securely, reliably, and accurately bring data resources into meaningful analyses and reports.

  • Rhode Island All Payer Claims Database

    FHC designed and supports ongoing activity for the RI Data Release Review Board, which reviews researchers' applications for RI APCD data files. FHC oversees request intake, facilitates the Board and subcommittees' deliberations, and coordinates fee collection and user relationships.

  • Delaware Health Care Claims Database

    FHC supports the Delaware Health Care Claims Database data request operations by coordinating application reviews, resolving open questions, preparing summary materials, and facilitating meetings. FHC also provides subject matter expertise to the Data Release.

Delaware

FHC supports clients in developing actionable public-facing data tools that support state policymakers' interests in bringing transparency to the cost of healthcare in their state. FHC works with agency staff and external stakeholders to clarify the purpose and messaging. Working closely with data management teams and designers, the FHC team delivers a customized suite of analytic reports and interactive tools.

The Delaware Health Care Cost Commission recently updated CostAware with new procedures and quality measures to help consumers find high-value care and support initiatives to improve access and outcomes and foster collaboration.

Rhode Island

The Rhode Island Health Information Survey collects information on Rhode Islanders' insurance status, experience getting care, use of medical services, and relevant demographic variables. The Executive Summary Report and Interactive Tool highlight key findings from the data regarding the uninsured and underinsured populations, Medicaid and HSRI enrollment, and cost of care and access.
